Appeal to Burmese Government to bring peace to Rakhine and protect victims of violence

We call on all parties to find a meaningful solution to the problems in the Rakhine State of Myanmar so that there is everlasting peace. Given the way things have unfolded in the Rakhine State over the last few years, especially the recent episodes of violence which has left hundreds of people displaced, their houses burnt, it certainly does not augur well for the future of a Myanmar that is gradually transitioning towards democracy.

While we condemn all forms of violence perpetrated by any side, we are particularly concerned at how the military has misused its powers to commit human rights abuses and atrocities against the Rohingya community. The large scale displacement of people, especially women and children whose houses have been razed to the ground owing to arson and violent attacks and the resulting humanitarian crisis needs to be addressed on a war footing and the NLD led government respond by protecting the lives of ordinary citizens.

In order to bring about lasting peace to the Rakhine State and in order for the communities to coexist in a peaceful manner we strongly urge the government to initiate a peace talk led by a third party. Further the areas that have been impacted by the violence should be opened to international aid providing the much needed access to humanitarian service providers to bring food and medicines to the people who have been left homeless and hungry by the conflict.

We believe that while the Rohingyas have faced the brunt of the violence, there are other communities such as the small Hindu families and also some Buddhist families must be given full state protection and those guilty of perpetrating the violence must be booked and tried as per the law. If there is any truth on the reports of Islamic militancy taking roots in the Rakhine State it must be investigated by the Government and ordinary citizens not forced to become victims of circumstances sandwiched between the State and Non-State armed forces.

We also encourage Aung San Suu Kyi to take lead in changing public perception about her government and the overall state of democracy and peace in Myanmar. The dialogue with the government of Bangladesh must be accorded topmost priority by her government so as to ensure that all the refugees that are lodged in camps along the banks of the Naf river are given their rights to return back to their homes in Rakhine and are given full protection by both the governments.

The Myanmar Government should also allow proper access to UN Special Rapporteur Yanghee Lee to places of violence and human rights in Rakhine so that a full and transparent account of the ground situation is possible. At the same time we would also like to urge the UN Special Rapporteur to be very sensitive in her approach the vexed issue of conflict in Rakhine and make a comprehensive assessment of the overall situation.

แถลงการณ์มูลนิธิผสานวัฒนธรรม

เรียกร้องรัฐบาลเมียนมาร์สร้างสันติสุขในรัฐยะไข่ และคุ้มครองเหยื่อจากความรุนแรง

มูลนิธิผสานวัฒนธรรมเรียกร้องให้ทุกฝ่ายในสหภาพเมียนมาร์ที่เกี่ยวข้องกับปัญหาในรัฐยะไข่หามาตรการแก้ไขปัญหาอย่างเหมาะสม เพื่อสร้างสันติสุขที่ยั่งยืน   สถานการณ์ที่เกิดขึ้นในรัฐยะไข่ในระยะสองถึงสามปีที่ผ่านมาโดยเฉพาะความรุนแรงที่เกิดขึ้นล่าสุดทำให้ประชาชนหลายร้อยคนต้องพลัดถิ่นที่อยู่ เนื่องจากบ้านเรือนถูกเผาทำลาย  เหตุการณ์เหล่านี้ไม่เป็นผลดีต่ออนาคตเมียนมาร์ที่กำลังพัฒนาไปสู่ความเป็นประชาธิปไตย

มูลนิธิฯขอประณามการใช้ความรุนแรงทุกรูปแบบจากทุกฝ่าย  และยังคงกังวลอย่างยิ่งต่อการใช้อำนาจอันมิชอบของทหารที่นำไปสู่การละเมิดสิทธิมนุษยชน โดยใช้กำลังบุกทำร้ายชุมชนชาวโรฮิงญา ทำให้มีผู้ไร้ที่อยู่อาศัยจำนวนมาก โดยเฉพาะผู้หญิงและเด็กซึ่งสูญเสียบ้านจากเหตุการณ์ความรุนแรงที่ฝ่ายเจ้าหน้าที่รัฐโจมตีเผาทำลาย เป็นเหตุให้เกิดวิกฤตทางมนุษยธรรมอันเป็นผลพวงของสงคราม   รัฐบาลพม่าและพรรคสันนิบาตแห่งชาติเพื่อประชาธิปไตย ต้องแสดงความรับผิดชอบและดำเนินการปกป้องชีวิตของประชาชน

เพื่อนำสันติสุขที่ยั่งยืนมาสู่รัฐยะไข่และเพื่อให้ชุมชนสามารถอยู่ร่วมกันได้อย่างสันติ เราขอเรียกร้องให้รัฐบาลริเริ่มให้มีการเจรจาสันติภาพนำโดยคนกลางที่เป็นอิสระ  และต้องเปิดโอกาสให้องค์กรระหว่างประเทศสามารถเข้าถึงพื้นที่ที่ได้รับผลกระทบจากสถานการณ์ความรุนแรง  เพื่อให้การช่วยเหลือทางมนุษยธรรมสามารถนำอาหารและยารักษาโรคเข้าช่วยเหลือผู้ได้รับผลกระทบ  คนไร้บ้าน และผู้ที่อดอยากจากความขัดแย้ง

นอกจากชาวโรฮิงญาที่ได้รับผลกระทบจากความรุนแรงแล้วยังมีชุมชนคนกลุ่มน้อยชาวฮินดู และครอบครัวชาวพุทธที่ต้องได้รับการปกป้องจากรัฐด้วย  ผู้ที่กระทำผิด ใช้ความรุนแรงก่อความเสียหายจะต้องถูกจับดำเนินคดีตามกฏหมาย   และถ้าพบความจริงตามที่มีรายงานว่ามีการจัดตั้งกองกำลังทหารอิสลามในรัฐยะไข่  รัฐบาลต้องทำการสอบสวน  และประชาชนคนธรรมดาต้องไม่ตกเป็นเหยื่อของการต่อสู้ระหว่างรัฐกับกลุ่ม ติดอาวุธ

เราขอเรียกร้องให้นางอองซานซูจี เป็นผู้นำในการเปลี่ยนทัศนคติคนในรัฐบาล ทำความเข้าใจกับประชาชนถึงประชาธิปไตยและสันติภาพของประเทศโดยรวม  การเจรจากับรัฐบาลบังกลาเทศถือเป็นเรื่องที่รัฐบาลของนางซูจีต้องดำเนินการโดยเร็ว  เพื่อเป็นหลักประกันว่า ผู้ลี้ภัยชาวโรฮิงญาที่ถูกให้เข้าไปอยู่ในค่ายต่างๆตามแนวแม่น้ำนาฟ  จะได้รับสิทธิกลับเข้าไปยังบ้านเกิดในรัฐยะไข่ได้อีกและได้รับการปกป้องดูแลเป็นอย่างดีจากรัฐบาลของทั้งสองประเทศ

รัฐบาลเมียนมาร์ควรยินยอมให้ นางสาว ยางฮี ลี ผู้แทนพิเศษจากสหประชาชาติ เข้าพื้นที่ที่เกิดความรุนแรงและเข้าถึงสถานที่ที่มีการละเมิดสิทธิมนุษยชนในรัฐรัฐยะไข่  เพื่อให้สามารถตรวจสอบสถานการณ์ที่เกิดขึ้นได้อย่างตรงไปตรงมา ขณะเดียวกันเราขอเรียกร้องให้ผู้แทนพิเศษจากสหประชาชาติได้ใช้ความละเอียดอ่อนในการเข้าถึงประเด็นปัญหาความขัดแย้งในรัฐยะไข่ และประเมินสถานการณ์ทั้งหมดอย่างละเอียดถี่ถ้วน
