Announcement of the Appointment of Prakaidao Pruksakasemsuk as Acting Director of the Cross Cultural Foundation

For more than 20 years, the Cross Cultural Foundation (CrCF) has played a vital role as a human rights organization protecting the rights of all people. Pornpen Khongkachonkiet has served as the key driving force behind the organization’s work in policy advocacy, legal assistance, campaigning, and communications on human rights issues—particularly torture and enforced disappearance. She has also been instrumental in positioning CrCF as part of the movement advocating for the enactment of the Prevention and Suppression of Torture and Enforced Disappearance Act B.E. 2565 (2022), which stands as a significant achievement for the human rights community and society at large.

However, Pornpen’s role has not been limited to organizational leadership. She has also dedicated her expertise to legal work as a human rights lawyer, while fulfilling her role as a daughter—bringing pride to her family. With these responsibilities, together with the increasingly challenging human rights situation today, this marks a timely opportunity to transition leadership and bring in the energy of a new generation of human rights defenders to continue addressing these highly challenging issues, as well as to lead the organization amid multidimensional challenges. The goal remains to build a society free from torture, enforced disappearance, and other human rights violations, in line with CrCF’s mission.

“On this occasion, I would like to pass the baton to the CrCF team to continue working with determination and to further strengthen human rights protection in Thailand,” said Pornpen.

For these reasons, the CrCF Board has resolved to transition the organization’s leadership to Prakaidao Pruksakasemsuk, Deputy Director of CrCF. Prakaidao will serve as Acting Director effective 3 January B.E. 2569 (2026). She will continue to lead CrCF as a specialized human rights organization focusing on the Prevention and Suppression of Torture and Enforced Disappearance Act, and will work intensively and earnestly to protect rights—particularly in cases of torture, cruel treatment, and enforced disappearance—aiming to end the culture of impunity. Her leadership will place victims at the center, guided by the principles of transitional justice, in order to advance toward a safe society that respects human rights.

เป็นระยะเวลากว่า 20 ปี มูลนิธิผสานวัฒนธรรม (CrCF) มีบทบาทสำคัญในฐานะองค์กรด้านสิทธิมนุษยชนที่ปกป้องสิทธิของประชาชนทุกคน โดยมีคุณพรเพ็ญ คงขจรเกียรติ เป็นหัวเรือใหญ่ในการดำเนินงานด้านการขับเคลื่อนนโยบาย การช่วยเหลือทางกฎหมาย การรณรงค์ และการสื่อสารในประเด็นสิทธิมนุษยชน โดยเฉพาะการทรมานและการบังคับสูญหาย รวมทั้งเชื่อมโยงให้ CrCF ได้เป็นส่วนหนึ่งของการผลักดันให้เกิดพระราชบัญญัติป้องกันและปราบปรามการทรมานและการกระทำให้บุคคลสูญหาย พ.ศ. 2565 ซึ่งนับว่าเป็นคุณูปการสำคัญขององค์กรสิทธิมนุษยชนและสังคมวงกว้าง

อย่างไรก็ตาม คุณพรเพ็ญไม่ได้มีเพียงบทบาทผู้บริหารองค์กรเท่านั้น ทว่ายังเป็นผู้ที่ใช้ความรู้ความสามารถในการทำงานด้านกฎหมาย ในฐานะทนายความ รวมทั้งเป็นลูกสาว ซึ่งเป็นความภูมิใจของครอบครัว ด้วยภารกิจต่างๆ เหล่านี้ บวกกับสถานการณ์สิทธิมนุษยชนในปัจจุบันที่มีความท้าทายมากขึ้น ถือเป็นโอกาสที่ดีในการปรับเปลี่ยนนำพลังของนักปกป้องสิทธิมนุษยชนรุ่นใหม่มาขับเคลื่อนประเด็นที่มีความท้าทายอย่างยิ่งเช่นนี้ ตลอดจนการบริหารองค์กรท่ามกลางความท้าทายรอบด้าน เพื่อสร้างสังคมที่ปราศจากการทรมาน การบังคับสูญหาย และการละเมิดสิทธิมนุษยชนอื่นๆ ตามเป้าหมายของ CrCF

“ในโอกาสนี้ขอส่งไม้ต่อให้มนุษย์ CrCF ทำงานอย่างที่ตั้งใจ ยกระดับการคุ้มครองสิทธิมนุษยชนในประเทศไทยต่อไป” พรเพ็ญกล่าว

ด้วยเหตุนี้กรรมการ CrCF จึงมีมติให้เปลี่ยนผ่านและส่งมอบการบริหารงานขององค์กร ให้กับคุณประกายดาว พฤกษาเกษมสุข รองผู้อำนวยการ CrCF โดยคุณประกายดาวจะปฏิบัติหน้าที่ “รักษาการแทนผู้อำนวยการ” ตั้งแต่วันที่ 3 มกราคม พ.ศ. 2569 เป็นต้นไป โดยคุณประกายดาวจะรับหน้าที่สานต่อการบริหาร CrCF ให้เป็นองค์กรสิทธิมนุษยชนที่เชี่ยวชาญใน พ.ร.บ. ป้องกันและปราบปรามการทรมานฯ และทำงานปกป้องสิทธิโดยเฉพาะในประเด็นการทรมาน การปฏิบัติที่โหดร้าย และการบังคับสูญหาย ยุติวัฒนธรรมการลอยนวลพ้นผิด อย่างเข้มข้น จริงจัง โดยมีผู้เสียหายเป็นศูนย์กลาง ตามแนวคิดความเป็นธรรมในระยะเปลี่ยนผ่าน เพื่อนำไปสู่สังคมที่ปลอดภัยและเคารพสิทธิมนุษยชนต่อไป
