News release: Faith-Based Public health organizations in Thailand’s southern border provinces issued an open letter, encouraging “social distancing”(ภาษาไทยด้านล่าง)

Amidst the current crisis of the COVID-19 pandemic, the southern border of Thailand is one of the most affected areas of the country. As of 25 March 2020, there were at least 74 reported cases of infection in the five border provinces including Pattani, Yala, Narathiwat, Satun, and Songkhla. Moreover, today (26 March 2020), the Cross-Cultural Foundation (CrCF) received information that at least one doctor and two nurses in Bannang Sata Hospital of Yala Province were diagnosed with COVID-19. Following this news, 21 medical professionals based in the same hospital were placed under quarantine, causing significant disruption of public health services in the area.

Research shows that in the conflict-ridden zone like the southern border provinces, the already-marginalized local population is especially vulnerable to outbreaks of diseases. To mitigate the impacts of COVID-19 outbreak in this region, CrCF would like to echo the statements issued by local faith-based public health organizations- including the Public Health Officers for Social Welfare, the Thai Islamic Medical Association, and the Foundation for Medicine and Public Charity. On 24 March, the three organizations released an open letter urging religious leaders to inform their communities that they should exempt from participating in religious practices in public areas and follow the principle of “social distancing.” Therefore, we have published their open letter, as well as our unofficial translation of the letter in English. จังหวัดชายแดนใต้นับว่าเป็นหนึ่งในพื้นที่ที่ได้รับผลกระทบจากการระบาดของ COVID-19 เกือบมากที่สุดในประเทศไทยในขณะนี้ จากข้อมูลล่าสุดในวันที่ 25 มีนาคม 2563 มีรายงานว่ามีกรณีผู้ติดเชื้อกว่า 74 รายแล้วในพื้นที่ 5 จังหวัดชายแดนใต้ ซึ่งรวมไปถึงปัตตานี ยะลา นราธิวาส สตูล และสงขลา นอกจากนี้ มูลนิธิผสานวัฒนธรรมยังได้รับข้อมูลว่า มีแพทย์ 1 รายและพยาบาล 2 รายจากโรงพยาบาลบันนังสตา จ.ยะลา ติดเชื้อ COVID-19 จึงทำให้บุคคลากรทางการแพทย์จำนวน 21 คนต้องถูกกักตัวและไม่สามารถทำงานได้ ทำให้ระบบการดูแลผู้ป่วยในพื้นที่ดังกล่าวมีความยากลำบากยิ่งๆขึ้นไป

งานวิจัยจำนวนมากชี้ให้เห็นว่า ประขาชนในพื้นที่ความขัดแย้งเช่นจังหวัดชายแดนใต้ มักเปราะบางต่อผลกระทบของโรคระบาดมากกว่าที่อื่นๆ ดังนั้น มูลนิธิผสานวัฒนธรรมขอเป็นกระบอกเสียง ช่วยส่งต่อข้อแนะนำจากองค์กรด้านการแพทย์และสาธารณสุขในพื้นที่ชายแดนใต้ รวมถึงสมาคมจันทร์เสี้ยวการแพทย์และสาธารณสุข กลุ่มนักสาธารณสุขเพื่อสังคม และมูลนิธิเพื่อการแพทย์และสาธารณกุศล เพื่อบรรเทาผลกระทบดังกล่าว 
เมื่อวันที่ 24 มีนาคมที่ผ่านมา องค์กรทั้งสามได้เผยแพร่จดหมายเปิดผนึกถึงผู้นำศาสนาอิสลาม เพื่อเรียกร้องให้สร้างความเข้าใจต่อชุมชนให้งดเว้นการปฏิบัติตามข้อบังคับทางศาสนาบางประการในพื้นที่สาธารณะ และยึดหลัก “social distancing”  หรือการเว้นระยะห่างในสังคมให้มากที่สุด ดังนั้น มูลนิธิผสานวัฒนธรรมจึงได้เผยแพร่จดหมายดังกล่าวไว้ใน Facebook page ของมูลนิธิ พร้อมเอกสารฉบับแปลภาษาอังกฤษซึ่งมูลนิธิฯ ได้จัดทำอย่างไม่เป็นทางการ (อ่านจดหมายฉบับเต็มได้ที่: https://www.facebook.com/398415390205753/posts/2790892484291353/?d=n)

ทางมูลนิธิฯ ขอแสดงความห่วงใยและเป็นกำลังใจให้กับผู้ได้รับผลกระทบจากการระบาดของ COVID-19 ทุกคน โดยเฉพาะกลุ่มประชากรชายขอบที่เปราะบางต่อวิกฤติทางสาธารณสุขเช่นนี้
