The United Nations General Assembly adopted the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment on 10 December 1984. Article 19 of the Convention mandates the Committee against Torture (CAT), a group of independent experts, to examine reports on the measures taken by States Parties to implement the provisions of the Convention.
Thailand acceded to the Convention on 2 October 2007. The country’s first report will be considered during the 52nd CAT Session in Geneva, Switzerland on 30 April 2014 and 1 May 2014.
Following the examination of the report and a dialogue with the Government delegation, the Committee adopts concluding observations. These include concerns and recommendations, some of which are to be followed-up within one year. The concluding observations are significant in indicating the Committee’s position with respect to the status of the implementation of the Convention in the country. They are transmitted to the Government for implementation, made public on the last day of the Session and posted on the website.
The aim of the webcast on 30 April 2014 is to make the Session accessible to relevant stakeholders in Thailand who play critical roles in the implementations of the
recommendations.
